Open Science for Post-Soviet Laboratories: How to Publish for Free and Achieve Maximum Visibility

A practical guide to the tools, routes, and waiver systems that make world-class publication accessible without a world-class budget.

There is a sentence that appears, in various forms, in almost every conversation about scientific publishing in the CIS and Eastern Europe: "We cannot afford to publish open access." It is not wrong — the headline APC for a Nature family journal is €9,500, and the average salary of a researcher in Georgia, Kazakhstan, or Ukraine does not accommodate that kind of expenditure from discretionary funds. But it is incomplete. The APC barrier, which is real, sits alongside a parallel reality that is less visible but equally real: a substantial and growing infrastructure of free publication routes, waiver programmes, diamond open access venues, and preprint servers that make it possible for a research group in Tbilisi, Almaty, or Kyiv to publish citable, indexed, openly accessible scientific results at zero cost — with the same DOI infrastructure and the same discoverability as a paper from an institution in Berlin or Amsterdam.

This article maps that infrastructure systematically. It is written for the researcher who has already heard that open access is important and wants to know, specifically and concretely, what to do about it with the resources they have.

The APC Waiver System: What Exists and Who Qualifies

The most underused resource in scientific publishing for researchers from lower and middle-income countries is the Research4Life waiver system — a programme administered by a UN-supported non-profit that provides automatic APC waivers and discounts at every major commercial publisher.

Research4Life provides institutions in lower and middle-income countries with online access to academic and professional peer-reviewed content. National universities, professional schools, research institutes, teaching hospitals, government offices, national libraries, and NGOs in eligible countries are eligible to register. Elsevier automatically applies APC waivers or discounts for all author groups based in a Research4Life-eligible country. Wiley's partnership with Research4Life enables research from institutions in low and middle-income countries to be published open access through automatic waivers and discounts.

Four critical practical points that many researchers from eligible countries do not know:

  • The waiver is usually automatic

    You do not need to negotiate, apply, or explain your financial situation. When you submit through the journal's online system with your institutional affiliation, the system identifies your country and applies the waiver automatically upon acceptance. Editorial decisions are never influenced by ability to pay at reputable journals.

  • It applies to fully open access journals, not hybrid journals

    This is the most misunderstood limitation. The waiver at Elsevier, Wiley, Springer Nature, and most other major publishers applies to their fully open access journals — not to hybrid journals where individual articles can be made open access within a subscription journal. Some of the highest-profile journal titles are hybrid, and publishing open access in a hybrid journal without institutional coverage will still require paying the full APC.

  • A co-author from a non-eligible country may disqualify the application

    At Elsevier, all corresponding and co-authors must be from eligible countries for the waiver to apply. This is a practical consideration when designing international collaborations — if a co-author from Germany or France joins a paper, the waiver eligibility may be lost. Rules vary by publisher and journal.

  • If you are unsure whether you qualify — ask

    Many publishers don't make waiver information easy to find, leaving qualifying authors in the dark. Some researchers are reluctant to ask, fearing rejection — but editorial decisions are never influenced by ability to pay. The Research4Life website maintains a searchable database of all publisher partner waiver policies.

CIS country eligibility in 2026

Group A (full APC waiver): Armenia, Azerbaijan, Georgia, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan, Ukraine.

Group B (50% APC discount): Kazakhstan.

Not currently eligible: Russia, following changes to eligibility criteria made in 2022. Researchers in Russia should consult the specific policies of individual journals, some of which maintain separate waiver programmes.

Free Publishing Routes: A Systematic Map

Beyond the waiver system, there are several categories of publication that are free by design — not as exceptions to a default paid model but as their fundamental architecture.

Preprint servers: Zero-cost, immediate, citable

For researchers in physics, mathematics, computer science, quantitative biology, economics, and electrical engineering, arXiv is the standard first point of dissemination — free, operated by Cornell University, accepting papers from researchers anywhere in the world with no institutional affiliation requirement. The arXiv timing effect described earlier in this series — where position in the daily announcement influences long-term citation rates — is only available to researchers who use it.

For the life sciences, bioRxiv and medRxiv (operated by Cold Spring Harbor Laboratory under the openRxiv non-profit) are the equivalent — free preprint servers providing immediate, citable DOIs indexed in Google Scholar, Europe PMC, and the Web of Science Preprint Citation Index. ChemRxiv serves chemistry and materials science. EarthArXiv serves earth and environmental sciences. OSF Preprints serves social and behavioural sciences and aggregates multiple discipline-specific services.

All of these are free. All provide DOIs. All are indexed in major databases. None require institutional affiliation. For a research group in Central Asia or the Caucasus with no APC budget, posting to the relevant preprint server provides immediate, permanent, indexed, citable visibility for the results — which is more than most published papers achieve in their first six months, at no cost.

Diamond open access journals: Free to publish, free to read

Diamond open access journals are funded by universities, learned societies, research councils, or the community rather than by APCs. The Directory of Open Access Journals (DOAJ) maintains a searchable database of thousands of diamond and gold open access journals across disciplines, with a filter for zero APCs.

Quality varies considerably — from genuinely rigorous, well-regarded venues to newer journals with limited track records. DOAJ inclusion criteria (transparent peer review, clear ownership, no predatory practices) are the first filter; Scopus and Web of Science indexing status is the second. A diamond open access journal indexed in Scopus with a clear editorial board and transparent peer review is a legitimate publication venue regardless of its APC model.

For specific disciplines relevant to CIS research communities: SciPost Physics and SciPost Chemistry are overlay journals operating on diamond principles in physics and chemistry, funded by institutional consortia and well-regarded within their communities. PeerJ offers open access in the life sciences. The PLOS family of journals offers free-to-read publication funded through community or institutional sponsorship in some cases.

Overlay journals: Peer review on top of preprints at no cost

The overlay journal model — described in the previous article in this series — allows researchers to post a preprint to arXiv or a similar server and submit to a journal that performs peer review and, upon acceptance, publishes a formal version of record linking back to the preprint. The result is a peer-reviewed, citable, indexed publication that costs nothing because the preprint server infrastructure is free.

Discrete Analysis, Episciences, and the SciPost family all operate on this model. For researchers in mathematics, theoretical physics, and related fields, overlay journals represent the most efficient available route to peer-reviewed publication — combining the zero-cost and immediate availability of preprints with the formal credibility signal of journal peer review.

It has never found its own audience. It has always required someone to make it findable.

Free Tools for Maximum Visibility

Publishing for free is necessary but not sufficient. The paper that is posted and not promoted does not reach its potential audience regardless of where it is published. The following six tools constitute the minimum visibility infrastructure that every research group should have in place before the next significant result is ready to share.

  • ORCID

    The Open Researcher and Contributor ID is a unique persistent identifier for researchers, used by nearly all major journals and funders. It links a researcher's complete output across institutions, countries, and name variations. Registration is free and takes ten minutes. Without an ORCID iD, a publication record can become fragmented across institution affiliations or confused with researchers of the same name.

  • Google Scholar profile

    Google Scholar automatically indexes papers from arXiv, bioRxiv, PubMed, and most major journals and repositories, providing free citation tracking. Creating a verified profile — which allows claiming papers, receiving citation notifications, and presenting a complete publication record — is the single highest-value fifteen-minute investment in research visibility available to any researcher.

  • ResearchGate

    Despite its mixed reputation in the open science community, ResearchGate drives significant long-term traffic to papers and generates a meaningful share of the Google-search-driven discovery that makes a paper findable by researchers who were not previously aware of it. Maintaining a complete, up-to-date profile with all papers uploaded or linked costs nothing and produces sustained traffic over years.

  • Zenodo

    The CERN-hosted open repository accepts any research output — papers, datasets, code, presentations, posters, figures — from any researcher, from any institution, in any country, at no cost, and provides DOIs for all uploads. For research groups in countries where institutional repositories do not exist or are not well-maintained, Zenodo functions as a free institutional repository. It accepts any language and any format.

  • OpenAlex

    The open bibliographic database indexing 265 million papers with full metadata, institutional affiliations, concept tagging, and citation linking is freely accessible via API and web interface. Searching your own papers in OpenAlex annually to verify correct indexing, attribution, and linking is worth doing — incorrect institutional affiliations, name disambiguation errors, and missing papers are common and affect how the institution appears in bibliometric analyses used for funding and evaluation.

  • arXiv author page

    For researchers in the fields that use arXiv, claiming and maintaining your arXiv author page — which aggregates all your preprints in one discoverable location with subscription and citation options — is the equivalent of the Google Scholar profile for the preprint-first community. It costs nothing and ensures that the most current version of your work is always findable before formal journal publication.

The Visibility Gap That Cannot Be Closed by Tools Alone

There is a structural barrier to visibility for CIS and post-Soviet research communities that no preprint server, waiver programme, or ORCID profile can fully address: the concentration of editorial boards, reviewer pools, and conference invitation lists in institutions that are not in the CIS or Eastern Europe.

This is the same institutional prestige bias documented in the peer review article earlier in this series — the documented tendency of reviewers from prestigious institutions to rate papers from less-known institutions more harshly. No tool closes this gap directly.

What partially addresses it

Posting to arXiv before submission so that the result is visible before any editorial decision is made; building international collaborations that bring co-authors from well-known institutions onto the author list; targeting double-blind review options where available; and building the sustained social media presence described across this series that makes the laboratory visible to the community before the next paper arrives.

The visibility gap is real. The practical strategies for navigating it are described across this series. And the researchers who implement them systematically — using the free tools, the waiver systems, and the community-building approaches available to them — are systematically better positioned than those who assume the quality of the science will find its own audience.

It has never found its own audience. It has always required someone to make it findable. The tools to do that, for a researcher in Almaty or Tbilisi or Kyiv in 2026, are better, more accessible, and more powerful than they have ever been. They are also entirely free. What they require is knowing they exist and choosing to use them.
